The definition and implementation of "SMART Instrumentation" has evolved over the past five or six decades to its present state where we can literally and figuratively put cruise control on a bicycle; however, it does not ride itself. Proper implementation of a monitoring and control scheme for even a very small system (a million gallons per day) can generate terabytes of useful information per year, all of it meaningless unless correlated, analyzed, trended, structured, and most importantly, acted upon. The "SMART" in smart instrumentation is achieved by using the information to make continuous, real time improvements to system performance as judged by a continuously updated collections of metrics: energy, Like cruise control on a bicycle, useless without a rider and purpose.
