This two-hour webinar introduces planners, policymakers, and urban professionals to the emerging practice of using pilot projects and regulatory sandboxes as tools for urban experimentation and policy innovation. These flexible, time-bound mechanisms offer cities the opportunity to test new ideas, technologies, and governance approaches in controlled environments—especially when they push the boundaries of existing regulations or challenge traditional planning frameworks. Participants will explore real-world examples, learn how to design and evaluate experiments, and consider how these approaches can foster inclusive, adaptive, and forward-looking urban planning practices.

Course Objectives
By the end of this webinar, participants will be able to:
  • Define pilot projects and regulatory sandboxes and explain their role in urban planning and policy innovation.
  • Identify key elements of successful urban experimentation, including goal setting, stakeholder engagement, and evaluation, with attention to promoting public health, safety, and welfare. 
  • Analyze case studies of cities that have used pilot projects and regulatory sandboxes to test new planning models or technologies.
  • Evaluate the benefits and risks of implementing experimental approaches within existing regulatory and political contexts, especially regarding potential impacts on community health, safety, and welfare. 
  •  Apply principles for designing and managing pilot projects or sandboxes in their own planning or policy work.
