Good highways are so interwoven with every phase of our daily activities that it is almost impossible to imagine what life would be like without them. Practically all highway construction projects in the United States are public works, which are constructed with public funds. The agency authorizing this construction may be a federal, state, municipal, or county governmental unit, but the greatest number of highway construction projects today are authorized through the various state highway agencies. More than 95 percent of the construction done under state highway supervision is done by contract. The remaining 5 percent is done by the state's own forces organized and equipped to do this work.

This 1-hour interactive online course covers the procedure generally followed by most state highway agencies in preparing contractual documents and in supervising construction. The course reviews unit pricing, the bid process, documentation, subcontracting, prequalification, state and federal agreements, bidding mechanics, unbalanced bids and construction supervision. This is the seventh course in a series on highway engineering.

Course Objectives

At the conclusion of this course, you will

  • Be familiar with the basics of unit pricing, and why is is important to have accurate, concise reporting
  • Understand how to calculate unit pricing systems
  • Learn how the bidding process works, and how the best bid is ascertained
  • Have a knowledge on how documentation operates, and how to properly and completely document the work project and bidding process
  • Learn about subcontracting, when it is appropriate and how it is effectively managed
  • Understand the prequalification process, and understand its importance
  • Have a knowledge of State and Federal agreements, and learn the similarities and differences between the two
  • Be familiar with bidding mechanics, and learn how to effectively bid, as well as how bids are analyzed by state and federal agencies
  • Have a knowledge of the dangers of submitting unbalanced bids, and how they are detrimental to the bidding effort
  • Learn about effective construction supervision, and how to manage a highway engineering work site

Dr. Karen Dixon is an Associate Professor of Transportation Engineering at Oregon State University. She has her Ph.D., Masters and Bachelors in Civil Engineering. Professor Dixon's interests include transportation design, operations, and safety with particular emphasis on creating a transportation infrastructure that serves all prospective users. Dr. Paul Wright is widely recognized as an expert in highway safety.
